Government of India constituted
Yashpal committee to give its report
on conditions of higher education in
coundry. It was concerned with the
''mushrooming of higher educational
institutions'' in India. On the
occasion of presenting its report
Yashpal committee said ''Deemed
universities have become doomed
universities''. It observed that
deemed university status has been
given without concerning quality and
necessity. It expressed great worry
about monetization on education.
In this whole context with a
multiplicity of regulators and the
private education lobby emerging
very powerful quality is the biggest
causality. The committee posed
private management running
educational institutes as profit
making enterprise. However, it
accepted need for private investment
in education in India, But it favored
public-private partnership. On entry
of foreign universities, the committee
gave warning signal. While allowing
private investment government
should undertake the mentor-cum-
trustee's role. Above all the
committee recommended the creation
of a National commission for Higher
Education and Research. It
advocated creation of a Higher
Education council also.
Thus, the committee report on the
one hand does not reject need for
private investment in education in
India, but on the other hand,
recommended great care and
circumspection in this area.
